Project Description
With the new excess soil rules being implemented in January 1st, 2021 all excess soils generated on a project must be management under Ontario Regulation 406/19 under the Environmental Protection Act – On-site and Excess Soil Management.
The City of Mississauga awarded the replacement of sanitary sewer infrastructure on multiple roadways, including Justin Drive, Minotola Avenue, Kingsholm Drive, Longo Circle, Copseholm Trail and Ontario Street. This infrastructure was to be replaced throughout the summer 2022 season. As a result of the excess soil generated, a consultant was to be retained to manage the excess soil generated from the project.
AllRock Role:
AllRock was retained to perform Excess Soil Management in Toronto for the soil generated during the project. AllRock first reviewed the analytical data from the previous Geotechnical report to Table 2.1 Excess Soil Quality Standards (ESQS) and the Table 2.1 Leachate Screening Levels (LSL).
AllRock then determined a supplemental subsurface investigation in Toronto was required to ensure the project met the O. Reg requirements. AllRock completed a test pitting investigation in order to obtain samples, to be submitted for analysis of various bulk parameters and leachate analysis.
Prior to the supplemental subsurface investigation, AllRock worked in conjunction with the client to develop an excess soil management plan in Toronto, for submission to the City Environmental Professional assigned to the project. Once approved, AllRock ensured the requirements outlined in the management plan were met, including all the typical requirements of soil tracking in Toronto and Ontario. Once the excess soil was transported and tracked to its final location, AllRock provided a final excess soil management report and provided it to the City Environmental Professional.
